Documentation and Mapping of Azerbaijani Crimes in Artsakh

Guided by the principles of international law and established professional standards, the primary objective of this project is to systematically collect, identify, analyze, and map the crimes committed by Azerbaijan in Artsakh.This initiative aims to establish a comprehensive database that will thoroughly document violations directed against individuals, cultural heritage, private and public property, as well as the environment. The undertaken activities encompass the classification of these crimes and the meticulous collection of data through Open-Source Intelligence (OSINT) alongside formal witness interviews. Furthermore, the procedure involves data verification, security protocols, and the development of an interactive map utilizing Geographic Information Systems (GIS).The population of Artsakh, along with its material and spiritual heritage, has persistently been—and remains—the target of numerous crimes and legal infractions. This initiative endeavors to address these pressing issues by organizing credible evidence into a structured format. This will serve as an invaluable resource for students, researchers, journalists, human rights defenders, and other invested parties. Moreover, it is intended to lay a robust foundation for initiating potential legal proceedings within international tribunals.The interactive database and map developed within the framework of this project will be made accessible to the public, thereby ensuring the archival preservation of the collected data and granting the opportunity for unrestricted examination and study.

"Mapping, Awareness, and Capacity Building of Micro and Small Entrepreneurs Forcibly Displaced from Artsakh"

The program was a comprehensive support initiative implemented by the "Artsakh Union" with co-financing from the Izmirlian Charitable Foundation. In January 2026, the program successfully concluded, recording significant results in the economic stability and capacity building of displaced entrepreneurs.The program is aimed at the professional development and increased competitiveness of businesses for individuals forcibly displaced from Artsakh who conduct entrepreneurial activities in the Republic of Armenia. Implemented activities include needs assessment, database creation, educational courses, individual consulting, and financial support.A significant portion of the population forcibly displaced from Artsakh loses their businesses, property, and means of livelihood. Entities that have launched operations in the Republic of Armenia face numerous challenges: difficulties adapting to a new market environment, limited financial resources, and a lack of business connections. This program addresses these issues for a specific group of beneficiaries by providing necessary knowledge and material foundations for further development.The open database of Artsakh businesses formed within the framework of the project is available here, where it is possible to continuously add new businesses.

"Submission of International Legal Complaints for the Protection of the Rights of Artsakh Residents"

This program is a comprehensive initiative dedicated to the documentation of human rights violations and the legal protection of persons forcibly displaced from Artsakh. It is implemented by the Artsakh Union in collaboration with partner organizations.The program aims to support forcibly displaced individuals from Artsakh by systematically documenting human rights violations, and by collecting and preserving evidence regarding infringements against cultural heritage, as well as public and private property. This gathered information is transformed into formal legal complaints, which are submitted particularly to the European Court of Human Rights (ECHR) and the United Nations Human Rights Committee.The initiative addresses the large-scale violations of the rights of the people of Artsakh, including forced displacement, destruction and appropriation of property, killings of civilians, and the desecration of cultural heritage. Through systematic interviews, legal analysis, and expert assessments, the program preserves collected evidence and assists the people of Artsakh in the long-term defense of their rights before international courts.

Yerevan Refugee Council

This project is implemented with the financial support of the European Union, within the framework of a sub-grant provided by the Estonian Refugee Council.The project aims to establish a representative civil society body that unites persons displaced from Artsakh (Nagorno-Karabakh) residing in Yerevan and several adjacent regions, ensuring their voices are heard at both local and state levels. The Council, composed of 22 members, serves as a platform for consolidating community demands, needs, and solutions, thereby ensuring the active participation of refugees in decision-making processes.The program encompasses capacity building for members of the Yerevan Community Council and the creation of 6 thematic working groups (Education, Social Issues, Culture, Employment, Awareness, and Integration). Council members organize monthly meetings, public discussions, and the implementation of small-scale community initiatives aimed at the protection of the rights and interests of displaced persons. Under the Estonian Refugee Council sub-grant framework, three other community councils are operating in various regions of the Republic of Armenia, coordinated by local organizations.
